Check your governing document - it may have provisions about maximum length of term of office, or removal of trustees if they don't attend more than a certain number of meetings without apologies.
If your governing document doesn't have these provisions you may want to allocate time in a trustee meeting to discuss changing the governing document and including them. If enough of you are active to have a quorate meeting, you can discuss what provisions you need to have an effective trustee body, including provisions for removing an inactive trustee. It is always best to do this as apart of a general review of what is best for the governance of your charity, rather than a one-off effort to get rid of someone specific - don't make it personal! Once you have made the changes, you will have the power to remove anyone who isn't active, and you can all move on.
Of course, anyone who is still technically a trustee, but not at all involved, is taking rather a risk by not resigning - because they remain responsible for decisions made by the remaining trustees whether they are there or not!
